Josiah Thomas Walls was born into slavery in Winchester, Virginia. It is believed that he is the son of his master, Dr. John Walls. They kept in contact throughout his life. This was not an unusual occurrence. Some of the offspring of White slave owners were given freedom or other inheritances.
When the Civil War broke out, Walls was forced to be a private servant to a Confederate, until he was captured by Union soldiers at Yorktown. After being freed, he attended the county normal school. In 1863, Wells was serving in the Union Army United States Colored Troops.
His regiment was transferred to Florida and he was serving as first sergeant and artillery instructor. When discharged in 1865 he remained in Florida working in a saw mill and later as a teacher with the Freedman’s Bureau.
By 1869, Walls had saved enough money to buy a 60-acre farm.
There were political opportunities after the war and Walls began his political career representing North-Central Alachua County in the 1868 Florida constitutional convention. He was also successful in a bid for state assemblyman.
He next was elected to the state senate and took his seat in 1869.
